503 KAR 3:010. Basic law enforcement training course recruit conduct requirements; procedures and penalties. This administrative regulation establishes, establishes conduct requirements of recruits attending basic law enforcement training courses conducted by the department, procedures for disciplinary action, and penalties for violations of conduct requirements. The amendment to this regulation reorganizes the regulation by moving, combining, adding, and deleting sections to make the requirements, procedures, and penalties in the regulation more concise and easier to reference. A public hearing will be held on October 21, 2025, at 9:00 a.m. at the Justice and Public Safety Cabinet, 125 Holmes Street, Frankfort, Kentucky, 40601. Individuals interested in being heard at this hearing shall notify this agency in writing by five workdays prior to the hearing of their intent to attend. 503 KAR 5:140. Law Enforcement Professional Development and Wellness Program. The new regulation addresses the minimum qualifications and duties of any person who administers the Law Enforcement Professional Development and Wellness Program; the curriculum, programming, seminar type, and treatment modalities used in the program; the extent to which a participant's relatives or friends may participate in seminars; the standards by which officers from other states may be accepted into the program by the commissioner; and a protocol for establishing reciprocity for interagency assistance with other state, federal, and tribal law enforcement agencies and officers in administering the program. This administrative regulation establishes the standards and procedures for the Law Enforcement Professional Development and Wellness Program.
